Dr. Hanson is at his incisive best in describing the Chinese covert program to
expand national power on the basis of rapid economic and technological
development to which then military power can be created. He writes that the
Chinese program involves application of several strategies simultaneously. The
Chinese have relied on very large and significant assistance from the United
States and other countries provided out of a liberal conception that by
bringing China into full economic equality with the so called developed world
countries that growth would be accompanied by democratization of internal
political and social conditions. The US and the others have either overlooked
or wished away the clear evidence of Chinese transgressions such as copyright
and patent infringement, espionage, cyber attacks and the rest. The Chinese
have created huge reserves of foreign currency by engaging in expanded export
with reduced and controled imports (but with imports centered on obtaining
critical raw material resources. Meanwhile the Chinese are investing the huge
proceeds in foreign currency (mostly dollars) in buying farm land, ports,
transportation, critical raw resources such as cobalt and basis resourses such
as oil, coal. iron ore, cement, and food.
